Shreveport does not regulate leaf blowers by name and bans no equipment type. Leaf blowers fall under the noise ordinance's exemption for landscaping and yard maintenance equipment, which is allowed only inside set hours and only with a muffler.
Sec. 58-30(8) exempts commercial and non-commercial power tools and landscaping and yard maintenance equipment from the decibel limits between 7:00 a.m. and 7:00 p.m. on weekdays and 7:00 a.m. and 8:00 p.m. on weekends and federal holidays. Two conditions attach: the equipment may not be operated so the sound is plainly audible at a residential property line or at the property line of a noise sensitive receiver between 8:00 p.m. and 8:00 a.m., and all motorized equipment used in these activities must be operated with a muffler. Outside the exemption window, a leaf blower is measured against the ordinary limits in Sec. 58-28 — 55 dBA daytime and 50 dBA nighttime at a residential property line.
Noise violations carry up to $500 or 30 days for a first offense, $750 or 60 days for a second, and $1,000 or 90 days for a third.
