Section 90-287 lists 19 specific places where stopping, standing or parking is barred unless necessary to avoid a traffic conflict or done at a police officer's direction. Driveways are covered directly: subsection (a)(2) bars parking "in front of a public or private driveway," protecting a homeowner's or business's access whether the block sits on a residential or commercial street. The same section reaches intersections, crosswalks, fire hydrants (within 15 feet), railroad crossings (within 50 feet), fire station driveways, and any curb painted red under subsection (a)(16), a color the traffic engineer uses to mark a no-stopping zone without posting a sign.

" That direction requirement is what makes parking against oncoming traffic, commonly called wrong-way parking, its own violation distinct from where a car is parked. Angle parking is permitted only on streets the traffic engineer has specifically marked or signed for it; absent that marking, parallel parking in the direction of travel is the default rule everywhere in the city. A vehicle moved into one of these prohibited spots, or left there by someone without lawful control of it, is treated the same as if the registered owner had parked it, under subsection (b). Enforcement runs through the police department and any city employee the traffic engineer authorizes to issue citations.
