Shreveport, LA Animal Ordinances: Pet Groomer Rules (2026)

Shreveport's Unified Development Code does not give pet grooming its own zoning use category; Section 5.3 folds it into the broader 'Animal Care Facility' definition, which also covers veterinary offices, boarding, and animal training centers and clubs. On the Table 5-1 Use Matrix, an Animal Care Facility needs a special use permit in the R-MUV residential district and in the C-1 commercial district, but is permitted by right in C-2, C-3, C-4, C-UC, the D-1-CMU, D-1-RMU, and D-1-HC downtown sub-districts, and in the I-MU and I-1 industrial districts; it needs a special use permit in D-1-AC and is not allowed at all in any other residential district.

Section 6.1.B's operating standards apply to every animal care facility regardless of district. Any exterior exercise area has to sit in the interior side or rear yard, and at least 30% of it must be covered to shelter animals from weather. Outdoor activity, including dogs being walked or groomed outside, is restricted to 9:00 a.m. through 6:00 p.m. Overnight boarding has to happen indoors, and every exercise yard needs a fence between six and seven feet tall. All animal quarters and exercise areas must stay clean, dry and sanitary, a standard the Zoning Administrator can enforce through a compliance inspection.
