Shreveport, LA Animal Ordinances: Dog Leash Laws (2026)

Section 14-36(1) makes it unlawful for any person to suffer or permit a dog in their possession, or kept about their premises, to run at large on unenclosed land, or to trespass on either enclosed or unenclosed land belonging to someone else. Subsection (2) makes any at-large dog that violates this rule subject to impoundment by Caddo Parish Animal Services, and § 14-30 spells out what impoundment means in practice: a tagged or microchipped dog picked up at large is held for seven working days so the owner can reclaim it, while an untagged, unmicrochipped stray is held at least four working days.

Subsection (3) closes off a common workaround: no one may harbor a dog known to be running at large in violation of this section, or withhold it from an animal control officer who comes looking for it. The at-large prohibition connects directly to the owner-responsibility rules in § 14-16(4)(a), which requires every dog except those actively working search-and-rescue, hunting, or herding duty to be kept from running at large and confined, and makes the owner liable for any property damage the loose dog causes. A dog picked up at large for a second time must be spayed or neutered and microchipped under § 14-30(9) before its owner can reclaim it.
