(a)The following downtown parking permit zones are hereby established. In these zones motor vehicles displaying a valid permit as described in this division shall be exempt from parking meter charges, except for permit parking zones designated by the downtown development authority as permit parking only zones. In permit parking only zones, a valid permit is the only acceptable form of payment and all motor vehicles in a permit only zone shall display a valid permit.(b)The standard monthly permit fee for each zone shall be as set forth below...
