Shreveport imposes no EV-charging mandate. The Unified Development Code affirmatively allows charging spaces in any parking lot or structure and lets them count toward the minimum parking a use must provide, removing the usual penalty for converting stalls.
UDC section 8.3.C permits designated electric vehicle charging spaces within parking lots and structures and credits them against minimum parking requirements, so an owner loses no parking capacity on paper by installing chargers. The UDC treats charging the same way it treats car-share and bike-share spaces. Gas stations may include solar and electric charging stations as an ancillary use under the Article 5 definition. No section of the UDC or the Code of Ordinances requires new construction to install chargers or EV-ready conduit. Installation still needs an electrical permit under Chapter 22, and wiring must meet the National Electrical Code adopted through the state construction code.
Installing charging equipment without the required electrical permit doubles the permit fee and adds a $100 penalty under section 22-1.
