11, Storage of Recreational Vehicles, applies citywide, in every zoning district from R-1 single-family to industrial, and covers travel trailers, motorhomes, camper vans, and boats stored on trailers. The rule has two operative halves. First, an RV cannot be used for living, sleeping, or housekeeping purposes, and it cannot be connected to public utilities such as water, sewer, or electric service, closing off the option of treating a parked RV as an accessory dwelling. Second, the vehicle must be kept in mobile condition and cannot be stored in a manner that creates a dangerous or unsafe situation; the Code specifically calls out a vehicle parked or stored, loaded or not, so that it may tip or roll as an unsafe condition by definition, without requiring the City to prove any additional hazard.

11 does not itself set a yard-placement or setback rule the way sheds and compost piles get in Table 7-1, so an RV parked in a driveway or side yard is governed instead by the general accessory-structure and parking standards of Articles 7 and 8. , with exceptions for hotels, motels, and truck stops, so a boat or camper cannot simply be left overnight in a commercial lot outside those hours. 11 are enforced the same way as any UDC violation, through the Zoning Administrator's written compliance order under Article 19, escalating to court action and a per-day fine.
