Section 90-287(a)(18) targets front-yard parking on residentially zoned lots specifically, layering onto the article's general list of no-parking places. A vehicle may sit in a residential front yard only within a "permanent parking area" that meets one of two surface tests: it must be asphalt, concrete or another hard-surface dustless material, or it must be clearly defined by side borders such as plants, landscape ties, pressure-treated wood, brick or concrete. Parking directly on bare grass or dirt outside a bordered or paved area is what the subsection is written to stop.

Even a compliant permanent parking area is capped in size: it cannot cover more than 50 percent of the front yard, and no more than four vehicles may be parked in it at one time, so a homeowner cannot pave over the entire front lawn to accommodate a larger fleet of cars.
