Summary

Gas-powered leaf blowers have been banned in Santa Monica since 1991. Only electric blowers with manufacturer sound rating of 70 dB or less are allowed (July 2023 update). Hours: Mon-Fri 8 AM-8 PM. Photo/video evidence accepted for enforcement.

43018.11. (a) (1) By July 1, 2022, the state board shall, consistent with federal law, adopt cost-effective and technologically feasible regulations to prohibit engine exhaust and evaporative emissions from new small off-road engines, as defined by the state board. Those regulations shall apply to engines produced on or after January 1, 2024, or as soon as the state board determines is feasible, whichever is later. Regulations of emissions from SORE have not been as stringent as regulations of other engines, and one hour of operation of a commercial leaf blower can emit as much ROG plus NOx as driving 1,100 miles in a new passenger vehicle.

Full Breakdown

Per SMMC Section 4.12.180, only electric leaf blowers with a manufacturer's noise rating of 70 decibels or less may be used in Santa Monica. Gas-powered leaf blowers are banned. In July 2023, the City Council approved updated noise standards allowing only electric leaf blowers. Gardening equipment of any kind may only be operated between 8:00 AM and 8:00 PM Monday through Friday, and 9:00 AM to 8:00 PM on Saturdays and Sundays. The 70 dBA rating refers to the manufacturer's specification, not a field measurement.
