Animal Control Officers have the power and authority of public officers to make arrests without warrant when they have reasonable cause to believe a violation has occurred. The enforcement process includes complaints filed with Animal Control, investigation, notice to the animal owner, and escalation to citations if the problem persists. Any person aggrieved by a decision of the Community Noise Officer may appeal to the City's Hearing Examiner under Chapter 6.16 procedures. The decision of the Hearing Examiner is final except for judicial review.
