Where leaf-blower or other landscaping use causes a disturbance under the Chapter 8.10 "reasonable person" standard, it can still be abated as a public nuisance, particularly during the nighttime quiet window. HOAs in Vacaville often impose tighter rules.
Operating a leaf blower or other commercial equipment within 500 feet of an occupied residence during the prohibited nighttime hours is a public nuisance abatable under Chapter 8.10. Enforcement is by Code Enforcement, with citations available under Chapter 1.28 and active-disturbance response by the Vacaville Police Department. Cost recovery and special-assessment liens are available for unabated nuisances.
