010). 020 bans operating any motor vehicle, motorcycle or motor-driven cycle closer than 2,000 feet to the nearest dwelling. 030 requires anyone riding on unimproved private or public property to first get the landowner's written permission and to carry it at all times while riding. 040 sets the operative noise standard: on private or public property other than a street or highway, a vehicle cannot exceed the noise limit the California Vehicle Code sets for that type of vehicle, regardless of grade, load, acceleration or deceleration.

050 carves out emergency vehicles, licensed raceways, public or private parking lots, vehicle sales/service/repair properties operated without disturbing the neighborhood, commercial and industrial uses, private access roads serving those uses, vehicles on public streets and highways, and residential ingress/egress at the owner's invitation. Because the chapter expressly excludes public streets and highways, it does not reach loud mufflers or car stereos on city roads; those are addressed, if at all, by state Vehicle Code equipment standards enforced by police, not a separate Vacaville decibel ordinance.
