Fairfield enforces vehicle noise primarily through state law. California Vehicle Code Β§27150 requires every motor vehicle to have an adequate muffler at all times, with no cutouts or bypasses. Β§27151 caps post-1985 light vehicles at 95 dBA, and AB 1824 (effective 2019) eliminated the prior 'fix-it' option, requiring immediate citations. California Vehicle Code Β§27007 prohibits sound systems audible at 50 feet from the vehicle.
Fairfield does not have a stand-alone vehicle-noise chapter. The city relies on the California Vehicle Code, which is enforced by the Fairfield Police Department on city streets and by CHP on I-80, I-680, SR-12, and SR-37 corridors through town. Vehicle Code Β§27150 requires every motor vehicle equipped with an internal combustion engine to have an adequate muffler in constant operation and forbids any muffler or exhaust system equipped with a cutout, bypass, or similar device. Vehicle Code Β§27151 prohibits modifying the exhaust system to amplify or increase noise; for vehicles 6,000 lbs or less manufactured after 1985, the sound limit is 95 dBA measured under SAE J1169. Assembly Bill 1824, in effect since January 2019, removed the prior 'correctable violation' option for Β§27150 β officers are required to issue an immediate citation rather than a fix-it ticket, and fines can reach $1,000. Vehicle Code Β§27007 makes it unlawful to operate a sound amplification system that is audible at 50 feet from the vehicle, addressing the 'boom car' problem. On private property or in residential driveways, persistent loud idling or revving is also citable under Fairfield Municipal Code Β§25.1401 (general noise) and Chapter 12 (disturbance of the peace).
California Vehicle Code Β§27150 carries fines up to $1,000 for a first offense after AB 1824. Β§27151 violations require proof of exceeding 95 dBA. Β§27007 is an infraction. Chapter 12 and California Penal Code Β§415 misdemeanor charges remain available for malicious noise (up to 90 days jail and/or $400 fine). Vehicle impoundment under Vehicle Code Β§23112.7 is available for illegal-dumping repeat offenders.
