Fairfield has no dedicated leaf-blower ban. Use is controlled by the general noise standards in Fairfield Municipal Code Chapter 25, Article X (Table 25.1401), which protect residential properties to roughly 55 dBA at night. Statewide, California AB 1346 (Health & Safety Code Β§43018.11) prohibits the sale of new small off-road gas engines β including most consumer leaf blowers β manufactured for sale after January 1, 2024.
Unlike Palo Alto, Los Altos, and other Bay Area cities, Fairfield has not enacted a stand-alone leaf-blower ordinance. Leaf blowers are regulated indirectly through Fairfield Municipal Code Chapter 25, Article X. Section 25.1401 prohibits creating noise that exceeds Table 25.1401 levels at a neighboring property β about 60 dBA Leq daytime and 55 dBA Leq at night for residential receiving uses. Most consumer-grade gas leaf blowers produce 65β75 dBA at 50 feet, so use is effectively confined to daytime hours and to operating positions that don't broadcast over the property line above the limit. The simple-tone/impulsive noise adjustment in Article X reduces the threshold by 5 dB for blowers with a whining tone. Statewide, California AB 1346 directs the California Air Resources Board to prohibit the sale of new small off-road engines (SORE) β the class that includes most leaf blowers and lawn mowers β manufactured for sale after January 1, 2024. The state law restricts new sales, not existing use. Workers' hearing exposure on landscape jobs is governed by Cal/OSHA Title 8 CCR Β§5096.
Operating a leaf blower in violation of Chapter 25 Table 25.1401 is a code-enforcement matter, with administrative citations and 50% late penalties after 30 days. Selling a non-compliant new gas-powered blower in California after the AB 1346 phase-in is a CARB enforcement matter. Disturbance-of-the-peace charges under California Penal Code Β§415 remain available for early-morning use that maliciously disturbs neighbors.
