In R Districts, only 'open' fence types (chain link, wire, wrought iron) may exceed the 3-ft front-yard height limit. Solid materials (wood board, masonry, vinyl panels) are capped at 3 feet in the front yard. Solano County does not regulate fence color or aesthetic finish beyond this transparency requirement.
Per Solano County Code Section 28.93.A, 'A fence between the building line and any street line may exceed three feet in height if the portion of the fence that exceeds three feet in height is open so that it permits adequate visibility. Examples of open fences include chain link, wire fences and wrought iron fences.' Solid fences in the front yard (wood board, masonry, vinyl) must therefore stay at or below 3 feet. The county imposes no material ban for behind-the-building-line fences, which may be wood, masonry, vinyl, chain link, or other materials up to 7 ft. For fences that exceed 6 feet in overall height and are solid, the California Building Code permit exemption no longer applies (see permits subcategory).
Same administrative enforcement track as height violations: a 15-day correction period notice, then administrative penalties under Chapter 28 if uncorrected. Solid front-yard fences above 3 ft are typically resolved through retrofit (cutting down or replacing the upper portion with open material).
