HOA covenants in master-planned communities like Stone Oak, Timberwood Park, or The Dominion frequently impose stricter windows (often 8 AM to 7 PM on weekdays, later start on weekends) and these are enforceable by the HOA independently of county rules.
A disorderly conduct citation under TX Penal Code 42.01 is a Class C misdemeanor punishable by a fine up to $500. Repeated complaints may escalate to abatement action, but Bexar County has no blower-specific fine schedule. HOA violations are enforced through covenants and may carry per-day fines.
