Naperville, IL Noise Ordinances: Leaf Blower Rules (2026)

Naperville's performance standards chapter in Title 6 exempts routine daytime landscape maintenance from its noise decibel limits. Subsection 1.2.2.1 of Section 6-14-4 then pulls part of that exemption back. It opens with the words "Notwithstanding the provisions above," which means the weekend limit controls even where the general landscape exemption would otherwise apply.

Three conditions have to line up before the weekend limit applies. First, the noise must result from landscape related work. Second, the work must take place on property improved with single-family or duplex residential structures. Third, the work must be undertaken by a commercial landscape contractor. When all three are present, the noise shall not occur before 8:00 a.m. or after 6:00 p.m. on Saturdays and Sundays.

The code defines a commercial landscape contractor as an entity hired to perform landscape work. The definition lists mowing grass, tree or bush trimming, leaf blowing, and landscape construction, and it introduces that list with the word "including," so the named tasks are examples of covered work. Leaf blowing is named outright, so a hired crew running blowers on a Naperville duplex lot on a Sunday is squarely inside the rule.

The test turns on who does the work and where it happens. Because the definition depends on being hired, a Naperville resident handling their own yard is not the contractor this subsection describes. The weekend limit quoted here names Saturdays and Sundays only. Public and private golf courses are exempt from the weekend hour limits.
