Naperville, IL Parking Rules: Preferential Parking Districts (2026)

Section 11-2B-4 governs CBD business employee and residential tenant parking permits, plus visitor temporary CBD parking passes, for people who work or live within the central business district. The City Manager or a designee promulgates supplemental rules and regulations, kept on file at the Finance Department and provided to permit holders when substantive changes are made. Availability is limited: employee permits go to businesses located within the CBD, and tenant permits go to residential rental property where alternate parking is not available within or immediately adjacent to the CBD.

Applications are made at the City Finance Department by the business owner or the rental property owner (not directly by employees or tenants), and must list the applicant's contact information, the business or rental property address, and the identification numbers of permits already issued. 1). 2). Holders must display the permit hanging from the rearview mirror with the number visible through the windshield, and permits are nontransferable between vehicles or people. Visitor temporary CBD parking passes are issued at the discretion of the City Manager's designee working with the Naperville Development Partnership, for people attending downtown conferences or meetings when normal parking rules would otherwise bar them from parking; those passes are free, valid up to one week, and also must be displayed on the rearview mirror. Any permit issued under this Section may be revoked under Section 3-2-12 of the Code.
