Elizabeth, NJ Noise Ordinances: Leaf Blower Rules (2026)

Section 8.48.020(B)(7), Domestic Power Tools, bars operating or permitting the operation of any mechanically powered saw, sander, drill, grinder, lawnmower or garden tool, snowblower or similar devices used outdoors during two windows: 9:00 p.m. to 7:00 a.m. the following day on ordinary weekdays, and 9:00 p.m. to 9:00 a.m. the following day when that day is a Sunday or legal holiday. A gas or electric leaf blower falls squarely within garden tool or similar devices alongside the enumerated lawnmowers and snowblowers, so the same curfew governs blower use as governs mowing.

The ordinance does not set a separate decibel limit or ban gas-powered blowers outright; it regulates by time of day only, leaving daytime and early-evening blower use unrestricted so long as the sound does not independently violate the general prohibition in § 8.48.020(A) against noise that disturbs comfort, repose, health, peace or safety. Quiet zones under § 8.48.030, posted around schools, hospitals, nursing homes and churches during services, add a further layer regardless of the hour. Complaints about yard-tool noise are handled under the concurrent jurisdiction of the department of health, welfare and housing (bureau of health) and the police department, § 8.48.060.
