110(C). 3 allows accessory parking and loading areas, including driveways, in any yard, but bars them from sitting within 3 feet of a lot line except where the drive must cross that setback to reach the street. The code specifically restricts parking directly in front of a dwelling: it is permitted only inside a driveway that leads to a garage, and circular driveways are prohibited unless they, too, lead to a garage, closing off the informal paved forecourt many owners might otherwise carve into a front lawn.

b applies the same 3-foot buffer to driveways and loading areas in any yard area. 140(C) separately requires it to be screened from neighboring residential open space and dwellings by a solid, continuous wall, fence or landscaping at least 6 feet high, and screened from the public street by a wall, fence or landscaping sufficient to cut headlight glare. 140(D). None of these standards distinguish paved from unpaved surfaces by material; the operative limits are locational, keeping vehicles off the immediate front lawn and away from property lines rather than mandating a specific paving type.
