Chapter 10.64 of the City Code, 'Loading Zones and Taxi Stands,' does not set one citywide loading-zone rule; instead Section 10.64.010 lists dozens of individually enacted zones, each tied to an exact curb location measured from a cross street, such as the north side of Fairmount Avenue beginning 35 feet west of Newark Avenue's curbline and extending 50 feet further west. Many of these zones apply around the clock, but a substantial number are hour-limited: for example, the zone in front of 114 South Park Street operates only 'between the hours of 7:00 a.m. and 7:00 p.m., Monday through Saturday,' while a Fairmount Avenue zone near Newark Avenue runs 9:00 a.m. to 5:00 p.m., Monday through Friday.

Several zones are further tied to a specific business, such as the loading zone for the Daisy Supermarket on Monroe Avenue (8:00 a.m. to 4:00 p.m.) or the zone for Super Value Liquors on Rahway Avenue (10:00 a.m. to 5:00 p.m.), meaning the commercial-loading privilege runs with the ordinance, not the property generally. Section 10.64.020 requires the 'appropriate department' to erect signs designating each area as a loading zone, so a curb segment is not enforceable as a loading zone for either general parking purposes or ticketing until the signage is actually posted.

Separately, Section 10.64.040 bars trucks, tractor-trailers or vans from parking, standing, loading or unloading on Virginia Street between Jefferson and Monroe Avenues, and bars use of an adjacent loading dock there between 5:00 p.m. and 8:00 a.m. on weekdays and entirely on weekends.
