Full Breakdown

075, added by Ord. No. 4915 on September 26, 2017, prohibits street parking of recreational and towed vehicles citywide. Subsection A states flatly that no person shall park a trailer, pole trailer, recreational vehicle, camper, or boat on any street, or any part of a street, and that the ban applies even if the item is still attached to a tow vehicle, closing the loophole of leaving a boat or camper hitched to a truck at the curb. Subsection B carves out four narrow exceptions: vehicles making deliveries of merchandise or other property to premises along the street where they are parked, public utility company vehicles engaged in construction, installation, operation or maintenance of utilities, vehicles temporarily parked while actively engaged in repair or maintenance work, and vehicles attending to an emergency.

Outside those exceptions, the ban is absolute and covers every street in the city, not just designated residential blocks. 40, applies to violations of this section as well. 40 provision aimed specifically at trailers, RVs, campers and boats.

Violations & Fines

Under Section 10.40.050, which sets penalties for the whole chapter, a violation carries a fine of not less than $250 or imprisonment for up to fifteen days, or both. City-wide surcharge ordinances add further per-fine amounts of $1 for the Autism Research and Treatment Fund, $2 for the New Jersey Forensic DNA Laboratory Fund, and $1 for the New Jersey Brain Injury Research Fund.

Frequently Asked Questions

Can I park my camper on the street in front of my house in Elizabeth?
No. Section 10.40.075 bans parking any camper, recreational vehicle, trailer, pole trailer, or boat on any street or part of a street, with no exception for parking in front of your own residence.
Does hitching my boat trailer to my truck let me park it on the street?
No. The ordinance specifically bans trailer and boat parking on a street even when the trailer is attached to another vehicle, so hitching it to a truck does not create an exemption.
Are there any exceptions to the street parking ban for RVs and trailers?
Yes, four narrow ones: vehicles making deliveries to premises on that street, public utility vehicles doing utility work, vehicles temporarily parked while actively under repair or maintenance, and vehicles responding to an emergency.
