020(B) target vehicle noise directly. Subsection (10)(b) bars the alteration or modification of any noise control device or sound muffling element on any motor vehicle or motorcycle, while (10)(a) separately prohibits removing or disabling a noise control device or noise label except for maintenance, repair or replacement, reaching straight-piped mufflers and delete kits. Subsection (11), Noisy Vehicles, independently prohibits the use of any automobile, motorcycle, bus, truck, trailer or vehicle so out of repair, so loaded or in such a manner as to create loud and unnecessary grating, rattling, grinding, clanging or other annoying noises, covering mechanical disrepair rather than intentional modification.

A third vehicle-noise clause, (B)(1), bars the sounding of any horn or other signaling device on any motor vehicle, except as a danger warning or as is required by the Motor Vehicle Act of the state of New Jersey, so a horn used to greet a friend or protest traffic is a separate violation from an illegally modified exhaust. 020(A)'s general prohibition on noise that disturbs comfort, repose, health, peace or safety backstops all three clauses. 060, violations caused by a motor vehicle on any street, highway or public way are enforced by the police department specifically, unlike other noise sources that fall under concurrent police and bureau-of-health jurisdiction.
