Very early-morning (pre-7 a.m.), late-evening (post-10 p.m.), or extended Sunday-morning leaf-blower operations that disturb neighbors may be cited as unnecessary noise, but in the absence of a numeric hour-cap most cases are resolved with a warning. Franklin's affluent residential subdivisions - including those in Westhaven, Berry Farms, McKay's Mill, and the Avalon / Cool Springs corridors - frequently impose stricter leaf-blower hours via HOA covenants and CC&Rs; those private rules are enforced through the HOA, not by Franklin Police or Code Enforcement. The downtown Historic District (and surrounding residential blocks) is subject to the same Sec. 11-402 standard with no separate leaf-blower carve-out.
