Leaf blowers are subject to PHMC Article III, Chapter 5 general noise restrictions. While Port Hueneme does not have a standalone leaf blower ban, the noise ordinance applies to all powered equipment. California AB 1346 (signed 2021) directed CARB to adopt regulations prohibiting new small off-road engines including leaf blowers by January 1, 2024, effectively phasing out new gas-powered leaf blower sales statewide. Existing gas blowers may still be used but must comply with local noise limits.
Operating leaf blowers outside permitted hours or at excessive noise levels may result in citations under PHMC Article III, Chapter 5. Enforcement is complaint-driven through Code Compliance.
