Section 18-78(3) exempts 'domestic power equipment' from the citywide decibel limits set in Sec. 18-75, but only inside a defined time window and only if the exhaust is reasonably muffled. Sec. 18-73 defines domestic power equipment to include power saws, drills, grinders, lawn and garden tools, and similar devices, a category broad enough to reach gas and electric leaf blowers, string trimmers, hedge clippers and lawn mowers used at a home. The exempt hours run 7:00 a.m. to 10:00 p.m. Monday through Saturday and 9:00 a.m. to 9:00 p.m. on Sundays and federal or state holidays, matching the general 'daytime hours' definition used throughout the noise article.

Running a leaf blower or other yard tool before 7 a.m. or after 10 p.m. on a weekday, or before 9 a.m. or after 9 p.m. on a Sunday or holiday, forfeits the exemption, meaning the operator is then measured against the full decibel table in Sec. 18-75, which caps residential nighttime noise at 45 dBA at the neighboring property line. Even inside the exempt hours, equipment discharging noise from an unmuffled exhaust does not qualify for the exemption at all.

A violation is enforced under the general noise-article penalty in Sec. 18-82: a fine up to the maximum amount authorized by state statute or city code per occurrence, escalating separately for each day the conduct continues. The city's health director, or a designee, is authorized under Sec. 18-81 to inspect and take sound measurements from any fixed or mobile domestic-equipment source to document a violation.
