New Haven lets residents petition to turn their block into a permit-only residential parking zone, where no one may park at the curb without a displayed zone permit.
When signs are erected designating a block, or a portion of a block, as a park of a residential parking zone, no person shall park a vehicle along the street curb in such designated block or portion of a block, without having displayed in plain view a permit to park in such designated zone.

Under Sec. 29-55, a majority of the residents on a block can petition the board of aldermen to create a residential parking zone. Once signs go up marking a block, or part of one, as part of that zone, Sec. 29-55(b) bars parking a vehicle along the curb there unless a permit for that zone is displayed in plain view. The director of traffic and parking issues resident decals, visitor permits, and short-term special-event permits, and can layer a posted time limit inside the zone that does not apply to permit holders.
