New Haven, CT Parking Rules: Loading Zones (2026)

Section 29-49 of the New Haven Code of Ordinances sets up loading zones for the transportation of goods, wares or other merchandise. Each zone has to be officially authorized, marked and posted. The code limits use to commercial vehicles only, and those vehicles can stop only while actually loading or unloading goods, wares or other merchandise. The permission runs for the period during the hours so posted, so the sign on the block sets the schedule, not the ordinance text.

The definitions in Section 29-3 fill in the terms. A loading zone is that portion of the roadway adjacent to the curb or the edge of the roadway where commercial vehicles can stop while loading or unloading goods, wares, or merchandise. A commercial vehicle is any vehicle registered for commercial purposes and designed and used primarily for the transportation of goods, wares or merchandise. A vehicle has to meet both parts of that definition. The traffic authority in New Haven, Connecticut is the Board of Police Commissioners.

The parking definitions in Chapter 29 treat loading as a narrow exception. Section 29-36 says a vehicle counts as parked only when it is left in a stationary position otherwise than while actually engaged in loading or unloading merchandise or receiving or discharging passengers. The exception covers the activity, not the vehicle sitting idle.

Neighboring rules cover different situations. Section 29-51 requires open spaces for a distance of ten feet on either side of the main entrance to a hotel with thirty or more rooms, a theater, a railroad depot or a public building, for vehicles discharging or receiving passengers. Section 29-57 sets aside separate vendor parking spaces for licensed vendor trucks or trailer carts. Under Section 17-11.9(6), vending cannot be conducted within twenty feet of a loading zone.

A person aggrieved by a traffic authority order on the location of loading and unloading zones has an appeal route. Charter Section 290 sends the appeal to the court of common pleas, which decides whether the order is reasonable and then sustains or revokes it.
