The Fresno Municipal Code does not single out leaf blowers for a separate regulation, unlike coastal California cities. Instead, operation is governed by FMC Β§10-105 which prohibits sound that disturbs the peace and by the residential dBA caps of 60 dBA daytime and 50 dBA nighttime. Because a typical backpack gas blower emits 70-75 dBA at 50 feet, operation before 7 AM or after 10 PM is functionally prohibited and most commercial crews self-limit to 8 AM-6 PM on weekdays. California Air Resources Board regulations under AB 1346 prohibit the sale of new gas-powered small off-road engines (including leaf blowers) as of January 1, 2024, but existing equipment may still be used. Fresno air quality is severely impacted by Central Valley inversions and PM2.5 episodes, so SJVAPCD encourages electric alternatives. Complaints go to Fresno Code Enforcement or PD non-emergency (559) 621-7000 and are evaluated as general noise nuisances.
