Fresno, CA Animal Ordinances: Pet Groomer Rules (2026)

Section 15-6704 of the Citywide Development Code (Article 67, Use Classifications) defines "Grooming and Pet Stores" as retail sales of animals and/or grooming services on a commercial basis, covering dog bathing and clipping salons, pet grooming shops, and pet stores, while excluding mobile dog-walking services and pet-supply stores that neither sell animals nor provide on-site animal services. Table 15-1202, Land Use Regulations, Commercial Districts, marks the use "P" (permitted outright, no discretionary review) in the CMS (Commercial-Main Street), CC (Commercial-Community), CR (Commercial-Regional), and CG (Commercial-General) districts, but leaves the CH (Commercial-Highway and Auto) and CRC (Commercial-Recreation) columns blank, meaning the use is not permitted there in any form, not even with a Conditional Use Permit.

The same classification also shows up outside the commercial districts: Table 15-1302 permits it in the BP, RBP, IL, and IH Employment districts (with numbered limitations), and Table 15-1502 permits it with limitations across all three Downtown districts (DTN, DTG, DTC). Wherever the use is allowed, Table 15-2409, Required On-Site Parking Spaces, Other Districts, sets the parking standard at one space per 500 square feet of floor area, the same ratio applied to government offices and emergency shelters. Separately, Section 15-2735(H)(6) bars "animal boarding, care, training, breeding, raising or grooming, or veterinary services" as a home occupation, so a grooming business cannot legally operate out of a residence regardless of the residential zone; it must locate on a qualifying commercial, employment, or downtown parcel. Chapter 15 was added by Ord. 2015-39 (eff. 1-9-16) and has been amended repeatedly through 2025-024 (eff. 7-27-25).
