Chapter 42, Article IV (Noise Control), §§ 42-246–42-267 of the Des Moines Municipal Code governs all noise sources. Section 42-254 sets maximum permissible sound levels by receiving land use; residential zones carry the strictest limits. Section 42-260 restricts tools associated with construction, drilling, or demolition. Domestic power tools — including motor-powered, muffler-equipped lawn, garden, and tree-trimming equipment such as leaf blowers — are permitted between 7:00 a.m. and 10:00 p.m. in residential areas under the general exemptions framework. No decibel exemption exists for leaf blowers; unreasonably loud operation is a noise disturbance under § 42-252. A Type J sound permit may be obtained for activities outside standard hours. Enforcement is by the Des Moines Police Department and Code Enforcement.
Violations are municipal infractions. Fines start at $100 and can escalate; repeat or aggravated noise offenses may result in citations up to $500 per occurrence.
