Pembroke Pines, FL Noise Ordinances: Leaf Blower Rules (2026)

Section 96.05 of the noise ordinance lists the noises that are exempt from the rest of Chapter 96's restrictions, and division (E) covers landscape and yard equipment, the category that includes gas and electric leaf blowers, mowers, edgers and trimmers. That equipment is exempt, meaning it is not automatically treated as a violation, only "when operated between 7:00 a.m. and 10:00 p.m., provided all motorized equipment are equipped with functioning mufflers or other effective sound control devices similar to those provided on the original equipment." Outside that 15-hour daytime window, or if the equipment lacks a working muffler, the exemption does not apply and the equipment falls back under the general noise-disturbance rules in § 96.04, which bar loud, disturbing device noise between 10:00 p.m. and 7:00 a.m.

Sunday through Thursday, 11:00 p.m. and 7:00 a.m. on Friday, Saturday and legal holidays, and 12:30 a.m. through 7:00 a.m. on New Year's Day. Complaints are handled on a case-by-case basis: § 96.09 requires the resident to contact the Pembroke Pines Police Department or the Code Enforcement Division with the details before the city investigates, and each separate occurrence is treated as its own violation. There is no numeric decibel test for landscape equipment specifically; the question under § 96.05(E) is whether the noise falls outside the exempt hours or lacks a proper muffler.
