St. Petersburg's Good Neighbor Guide and Chapter 11 noise rules permit power leaf blowers and other power tools only between 8:00 a.m. and 8:00 p.m. Monday through Saturday and 11:00 a.m. to 7:00 p.m. on Sundays and city-recognized holidays. The City prohibits blowing or depositing leaves, grass clippings, or other debris into the public right-of-way, onto neighbors' properties, into city streets and alleys, or into storm drains. Improper blowing pollutes Tampa Bay and worsens neighborhood flooding from clogged drains. Acceptable alternatives include curbside yard waste pickup, composting, and disposal at city brush sites.
