Under Section 16.40.090, commercial equipment includes semi-tractors and trailers, step and box vans, panel trucks, flatbeds, stake beds, tow trucks, wreckers, dump trucks, bucket trucks, and car carriers. These vehicles cannot be parked in any residential district unless stored in a completely enclosed building like a garage. The code provides one narrow exception: a properly licensed commercial vehicle driven by the resident may park on a legal parking surface for up to 30 minutes during weekday lunch hours of 11 a.m. to 2 p.m., once per 24-hour day, provided it does not block sight lines, sidewalks, or the roadway.
