054(1) prohibits parking or storing several categories of vehicle on the public street right-of-way directly contiguous to residentially zoned property, and subsection (1)(e) puts any commercial vehicle on that list alongside boats, hauling trailers, travel trailers, motor homes, and semitrailer trucks or cabs. The ban is not limited to overnight parking; it covers any portion of the vehicle sitting on the right-of-way at any time. Subsection (2) carves out two narrow exceptions: a commercial vehicle or semitrailer truck or cab may sit in the right-of-way during the actual performance of a service at that address, and loading, unloading, or cleaning of vehicles other than semitrailer trucks or cabs is allowed if the work is fully completed within six hours and does not happen at the same location more than four times in the same month.

The restriction has applied since Ordinance No. 6183-97 took effect and is enforced regardless of how long a vehicle had already been parking there; the code specifically states that history of use does not create a protected nonconforming right under the Land Development Code. 054 violation, and each is treated as a separate offense for every hour it continues, capped at six citations per vehicle per location in 24 hours.
