047 splits curbside commercial stops into two categories. A space marked as a passenger zone may be used only for the expeditious loading or unloading of passengers, for no more than three minutes, and that designation applies at all times the space is marked unless the posted sign specifically says otherwise. A space marked as a loading zone may be used only for the expeditious pickup, delivery, or unloading of materials, and a vehicle may not occupy it for more than 30 minutes for that purpose.

The loading-zone designation stays in effect at all times the space is marked and while the businesses the zone serves are open, or while the space is actually being used for loading and unloading, unless the sign states otherwise. The section also bars drivers from loading or unloading in a way that blocks more than one moving traffic lane on any street, so a double-parked delivery truck cannot shut down two lanes even briefly. 05 and sits within Article II, Division 1 of Chapter 30 alongside Clearwater's other curbside-stopping restrictions.

Any vehicle parked, stopped, or standing in a marked passenger or loading zone outside these narrow purposes and time limits is subject to a traffic-court citation under the same enforcement structure that covers the rest of Chapter 30's parking rules, including the six-ticket-per-24-hours cap for a repeat violation at the same location.
