Clearwater allows wood, vinyl, masonry, and ornamental metal fences but bans barbed wire, electrified fencing, and salvaged or temporary materials in residential zones under Article 3 Division 8.
Clearwater Community Development Code Section 3-805 governs fence materials. Permitted residential materials include wood, vinyl, masonry, decorative metal, and similar finished products. Barbed wire, razor wire, and electrified fencing are prohibited in residential districts, with limited exceptions for industrial parcels at heights above 6 feet. Temporary fencing materials such as plastic sheeting, scrap lumber, tarps, or chain-link wrapped with privacy slats made of disposable materials are not permitted as permanent fencing. Fences must be kept in good repair; missing pickets, broken slats, peeling paint, or fences leaning more than 10 degrees from vertical are violations. Salt-air corrosion makes coastal Clearwater properties particularly susceptible to maintenance citations.
Code Compliance citations with cure period; Special Magistrate fines up to $250 per day for first violations and $500 per day for repeats until materials are repaired or replaced.
