Section 16-128 of the Largo Code of Ordinances lists the specific powers and duties of the Engineering Services Division over street regulation, and subsection (q) addresses loading zones directly: the division determines the location of passenger and freight curb loading zones and must place and maintain appropriate signs stating the hours during which the loading-zone rules apply. The section does not set a single citywide loading window; instead, each zone's hours are fixed by the posted sign at that location, so the applicable time limit varies block by block based on what the division has signed.

Loading zones sit alongside the division's related street-management powers in the same section, including no-parking zones under subsection (n), limited-parking zones under subsection (o), and metered zones under subsection (p), all of which the division establishes and marks with official signs under its general traffic-control authority in Section 16-127. Because the loading-zone designation and hours come entirely from posted signage rather than a fixed code provision, a driver must check the sign at a specific curb loading zone to know when commercial loading is permitted there and when the space reverts to a general no-stopping or no-parking restriction.

Stopping, standing or parking outside the hours or purpose stated on a loading-zone sign is enforceable as an improper-parking violation under the parking-prohibition scheme in Article III of the same chapter.
