(c)Grandfathering.(1)The provisions of this article shall be binding upon all duly licensed and operating pet stores currently engaged in the retail sale of cats or dogs within the city as of the date of its enaction (September 7, 2021).(2)There shall be no new or additional pet stores engaging in the retail sale of cats or dogs within the city after the effective date of this article (September 7, 2021).a.For purposes of this subsection "new or additional pet store" shall mean any pet store established by a different corporation or entity or in a different location than those duly licensed and operating on the effective date of this article.

For any pet store that remains grandfathered in, section 5-54(a) requires the store to post, in clear view on or near each animal's cage or enclosure, the USDA breeding facility's name, its license number, and the city and state where the dog or cat was bred. Section 5-54(b) further requires the store to buy only from USDA-licensed breeders without direct USDA violations in the past two years and with no more than four indirect violations, and to keep three years of USDA inspection reports and a current Florida veterinarian health certificate available to the city, county, state and potential purchasers on request.
Violations & Fines
Operating a new pet store selling dogs or cats after September 7, 2021, or failing to post the required USDA sourcing and inspection information, is enforced as a code violation. Because Chapter 5 sets no separate fine schedule, an uncorrected violation referred to the Largo Code Enforcement Board can draw a fine up to $250.00 per day for a first violation and up to $5,000.00 per day for a repeat violation under section 9-72.
