Florida Statute 767.14 expressly prohibits Florida cities and counties from adopting breed-specific dangerous dog ordinances enacted after October 1, 1990. Largo therefore enforces Pinellas County Code Section 14-64 and Florida Statute 767.12, which classify a dog as dangerous after documented unprovoked aggression, severe injury to a person, or repeated injury to domestic animals off-property. Owners of dogs declared dangerous must maintain proper enclosures, register the animal annually, post warning signage, and use a muzzle and substantial leash in public. Individual behavior, not breed, drives classification. Pit bulls, Rottweilers, and similar breeds may not be banned by city ordinance.
