Jurupa Valley has no leaf-blower-specific ordinance. Gas leaf blowers fall under JVMC § 11.05.060(2) (power tools): no operation 10 p.m.-8 a.m. if audible inside a neighboring home, and never audible beyond 100 feet. California AB 1346 banned sale of new gas-powered leaf blowers statewide starting January 2024.
Chapter 11.05 does not name leaf blowers, but § 11.05.060(2) (special sound sources - power tools and equipment) controls. That subsection prohibits operating any power tools or equipment between 10 p.m. and 8 a.m. when audible to the human ear inside any inhabited dwelling other than the one where the equipment is located, and at any other time prohibits operation that is audible more than 100 feet from the equipment. Sound level measurements may be used but are not required to prove a violation - an enforcement officer's plainly-audible test suffices. Gas-powered leaf blowers also count as 'small off-road engines' (SOREs) regulated by California Air Resources Board under AB 1346 (Berman, 2021), codified at Health & Safety Code § 43018.11, which prohibited the sale of new gasoline-powered SORE equipment in California beginning January 1, 2024. Use of existing units is not banned statewide, but new replacements must be electric. Operators must also comply with the underlying 11.05.040 exterior dBA limits (55 dBA day / 45 dBA night at the receiver's property line).
JVMC § 11.05.060(2) is enforced by Code Enforcement; citations follow the City's general administrative-citation schedule (typically $100 / $200 / $500 escalating per Gov. Code § 36900). Each day of continued violation is a separate offense. Retail sale of new gas-powered leaf blowers in California is enforced by CARB; civil penalties under H&S Code § 43018.11 apply to retailers, not residential users.
