Municipal Code section 11.05.020(10), enacted by Ordinance No. 2012-01, exempts property maintenance equipment including lawnmowers and leaf blowers from the noise chapter when used between 7 a.m. and 8 p.m. Outside that window the general Table 1 decibel limits apply, and the special power tools standard in section 11.05.060(2) prohibits operating any power tools or equipment between 10 p.m. and 8 a.m. such that they are audible inside another inhabited dwelling, or at any other time audible more than 100 feet away. The city has no outright gas-powered leaf blower ban; audibility violations need no decibel measurement.
Use outside the exemption window that exceeds decibel limits or breaks the power tool audibility rules draws escalating administrative fines of $200 to $1,000 within a 366-day period under section 11.05.080.
