Jurupa Valley, CA Noise Ordinances: Aircraft Noise (2026)

Jurupa Valley’s noise ordinance (Municipal Code Title 11, Chapter 11.05 — Noise Regulations, adopted by Ordinance No. 2012-01) does not contain operative aircraft-in-flight standards because aircraft noise in flight is governed by the Federal Aviation Act of 1958 (49 U.S.C. §§40101 et seq.) and the Airport Noise and Capacity Act of 1990 (49 U.S.C. §§47521 et seq.), both of which preempt local rules on flight paths, altitudes, and engine noise. Caltrans Division of Aeronautics also enforces the California Airport Noise Standards (21 CCR §§5000–5080) at noise-impacted airports, supplementing federal rules. Ontario International Airport (ONT), operated by the Ontario International Airport Authority, lies just east of Jurupa Valley; jet arrivals/departures regularly transit Jurupa airspace and may generate noise events. Riverside Municipal Airport (RAL) sits south of the city. Residents who wish to file aircraft-noise complaints should contact the airport operator directly: ONT publishes a noise complaint line and online form, and the FAA Air Traffic Noise Inquiry portal accepts complaints about specific flight operations. Helicopter operations (news, medical, police) are likewise FAA-controlled. Drones (unmanned aircraft systems) are regulated under FAA Part 107 — the City cannot impose its own altitude or noise rules on UAS flight. Ground-based airport activities (such as engine run-ups, maintenance, ground equipment) may, in some narrow circumstances, fall under proprietor noise rules established by the airport itself rather than the City.
