Helicopter operations (news, medical, police) are likewise FAA-controlled. Drones (unmanned aircraft systems) are regulated under FAA Part 107 — the City cannot impose its own altitude or noise rules on UAS flight. Ground-based airport activities (such as engine run-ups, maintenance, ground equipment) may, in some narrow circumstances, fall under proprietor noise rules established by the airport itself rather than the City.
Jurupa Valley Code Enforcement cannot cite aircraft noise. File flight-specific complaints with the FAA (Noise Inquiry portal at faa.gov/noise) or the airport operator (Ontario International Airport noise complaint form for ONT-related events). For airport ground operations, contact the airport directly. For sustained problems, complaints can be referred to the County Aviation Commission or to your federal representative — there is no City fine, citation, or administrative remedy.
