Construction hours in Jurupa Valley, CA — sometimes called construction noise rules or contractor work-hour ordinances — set when contractors can run power tools, hammers, and heavy equipment.
Per JVMC § 11.05.020(8)-(9), private construction within 1/4 mile of an inhabited dwelling is prohibited between 6 p.m. and 6 a.m. (June-September) or 6 p.m. and 7 a.m. (October-May); construction farther than 1/4 mile is exempt from Chapter 11.05.
Jurupa Valley does not impose a flat city-wide construction window. Instead, JVMC § 11.05.020 grants two construction-related exemptions from Chapter 11.05: (8) private construction projects 1/4 mile or more from an inhabited dwelling are fully exempt; and (9) private construction within 1/4 mile of an inhabited dwelling is exempt only if it (a) does not occur between 6:00 p.m. and 6:00 a.m. June through September, and (b) does not occur between 6:00 p.m. and 7:00 a.m. October through May. Construction outside those windows must comply with the general 11.05.040 exterior limits (55 dBA day / 45 dBA night residential). The General Plan Noise Element (Policy NE 3.5) further recommends that commercial construction within 200 feet of residential uses be limited to weekdays 7 a.m.-6 p.m., with high-noise activities (grading, demolition, pile driving) confined to 9 a.m.-3 p.m.; CEQA mitigation conditions on individual project entitlements typically codify those windows. Construction-related exceptions to § 11.05.040 may be granted by the Building Official under § 11.05.070 (no public hearing required). Capital improvement projects, government maintenance, and emergency public-safety work are categorically exempt under § 11.05.020(2)-(4).
Operating construction equipment outside the permitted windows within 1/4 mile of a dwelling forfeits the exemption and becomes a Chapter 11.05 violation subject to the general fine schedule (typically $100 / $200 / $500 escalating per Gov. Code § 36900). Each day of violation is a separate offense. Project entitlements with CEQA noise mitigation conditions may also be revoked or suspended for noncompliance. Contractors typically obtain a § 11.05.070(1)(a) construction exception filed with the Building & Safety Division before extended-hours work begins.
