Jurupa Valley regulates recreational vehicle, boat and trailer parking through Municipal Code Title 10 (Vehicles and Traffic) layered over California Vehicle Code §22651(k), which authorizes removal of any vehicle left on a public highway for 72 or more consecutive hours. The Code Enforcement Problem-Oriented Policing (POP) Team actively enforces illegal RV camping/storage on residential streets, particularly in the Rubidoux, Glen Avon and Mira Loma corridors, and routinely cites RVs parked at locations such as 28th Street/Rubidoux Boulevard and Caterpillar Court/20th Street. Storage on a private residential lot is generally allowed only behind the front-yard setback and in compliance with Title 9 (Planning and Zoning) accessory-use and screening standards. Living/sleeping in a parked RV on a public street is prohibited, and the City has no public RV camping facilities.
California Vehicle Code §22651(k) gives Jurupa Valley peace officers and authorized code enforcement officers the authority to tow any vehicle - including a motorhome, fifth-wheel, boat trailer, utility trailer, or camper - that has been parked or left standing on a public street for 72 or more consecutive hours, provided a local ordinance authorizes the removal. Title 10 of the Jurupa Valley Municipal Code (Vehicles and Traffic) adopts that authorization and is enforced citywide. Marking tires and returning after 72 hours is the standard enforcement method. On private property, RV storage is governed by Title 9 (Planning and Zoning) - RVs, boats and trailers must be stored on a paved or all-weather surface, generally behind the front-yard building line, and may not be used as a dwelling unit. Council updates document POP Team enforcement clearing illegal RV encampments and inoperable vehicles along Rubidoux Boulevard, Harrel Street and Mission Boulevard. PRC §4291 defensible space rules also apply in the Jurupa Hills WUI area, which can restrict where flammable RVs may be parked near structures.
Penalties: A vehicle parked on a public street for 72 or more consecutive hours may be cited and towed at the owner's expense under Cal. Veh. Code §22651(k); tow and storage fees typically run $300-$700 plus daily storage. Citations for street-storage and code-enforcement violations under Title 10 are typically infractions of $100 for a first offense, $200 for a second offense within one year, and $500 for a third or subsequent offense within one year under Government Code §36900. Living, sleeping or dumping wastewater from an RV on a public street is separately enforceable as a public nuisance. Continuing violations on private property may be abated administratively after written notice, with the cost recovered as a lien against the property.
