Any Jurupa Valley fence taller than three feet requires a building permit, regardless of material. Fences three feet or shorter are exempt, but all swimming pool barrier fencing needs a permit at any height.
Ordinance No. 2025-24 (November 2025) amended Jurupa Valley Municipal Code Chapters 8.05 and 8.10 to adopt the 2025 California Building Code with local amendments. New Section 105.1.3 requires a building permit for any fence over three feet in height made of any material, including wood, plastic, metal, chain link, wrought iron, masonry, block, brick, or stone. Amended Section 105.2 exempts only fences not over three feet, and expressly requires permits for all swimming pool barrier fencing. This is far stricter than the unamended state code, which exempts fences up to seven feet. Permits are processed by Building and Safety through the city's online Accela portal, and zoning standards in Section 9.240.500 still apply.
Building or replacing a fence over three feet without a permit is unlawful; violations are punishable as infractions or misdemeanors with fines up to $1,000 and each day treated as a separate offense.
