The Jurupa Valley Planning Department FAQ (jurupavalley.org/Faq.aspx?QID=116) confirms the City's position: 'walls and/or fences are not required between private properties unless one of the properties has a swimming pool,' and disputes including 'where the fence is built' are 'a civil matter between the two property owners.' If you suspect a fence sits on the wrong side of the boundary, the City advises hiring a licensed land surveyor rather than contacting Code Enforcement. HOA CC&Rs may impose separate shared-fence maintenance obligations.
There is no local Jurupa Valley penalty for failure to share fence costs — enforcement is through civil court under Civ. Code §841. A neighbor who proceeds without the required 30-day written notice may have a harder time recovering their share. The only City-enforced piece is the swimming-pool barrier requirement (see fences/pool-barriers), which IS a Code Enforcement matter.
