Jurupa Valley declares abandoned, wrecked, dismantled, or inoperative vehicles public nuisances and makes it unlawful to leave one on any public or private property over 72 hours unless fully enclosed in a building.
JVMC Chapter 12.05, adopted by Ordinance No. 2013-05 under the authority of California Vehicle Code section 22660, establishes a vehicle abatement program. Section 12.05.150 makes it unlawful to abandon, store, or leave any wrecked, dismantled, or inoperative vehicle on private or public property for 72 or more consecutive hours unless it is completely enclosed in a building or held by a licensed dismantler, dealer, or junkyard. A Vehicle Abatement Officer may enter property, issue a 10-day notice of intention to abate, and remove the vehicle; owners may request an administrative hearing under Chapter 2.40. Unpaid removal and administration costs are assessed against the parcel under Government Code sections 25845 or 38773.5.
The vehicle may be removed and disposed of after notice, removal and administrative costs may be assessed as a property tax lien, and violations are also enforceable through Title 1 remedies including administrative citations.
