Jurupa Valley Municipal Code section 10.08.130, adopted from Riverside County Ordinance No. 630 section 13, requires every dog and cat over four months of age to carry an identifying microchip. Owners must provide the microchip number to the Riverside County Department of Animal Services and report any change of ownership, address, or telephone number. Exemptions require written confirmation from a California licensed veterinarian that implantation would seriously harm the animal or would impair an athletic or performance animal. Microchipping supplements rather than replaces dog licensing under section 10.08.020, which also requires rabies vaccination. Impounded animals found without a chip must be implanted, at the owner's cost, before redemption or adoption.
Failure to microchip is an infraction with escalating fines up to $250 per violation; impounded unchipped animals must be implanted, with fees due, before release to the owner.
