Any building, structure, enclosure, or premises whereupon, or within which, forty-one (41) or more dogs, four (4) months of age or older, are kept or maintained. ... Any person maintaining five (5) or more dogs, four (4) months of age or older, shall obtain the appropriate Kennel License. Any person maintaining ten (10) or more cats, four (4) months of age or older, shall obtain a Cattery License.
