Municipal Code Section 10.04.14 (Ord. 2018-252) mandates that all dogs and cats over the age of four months be implanted with an identifying microchip. The owner or custodian must provide the microchip number to animal services and notify animal services of any change of ownership, address or telephone number. The requirement is in addition to, not in place of, dog licensing: Section 10.04.02 separately makes it unlawful to keep a dog four months or older for more than 30 days without a rabies vaccination and license. Exemptions from microchipping require written confirmation from a California licensed veterinarian that implantation would create a high likelihood of serious bodily injury due to the animal's health, or would impair the animal's athletic ability or performance; if the animal can be safely chipped later, that date must be stated in the writing. Animals kenneled or trained in Riverside County but not residing there follow their home jurisdiction's rules. The City's animal services contractor, Animal Friends of the Valleys, requires pets to be microchipped before licensing.
Violations of Chapter 10.04 are infractions punishable by fines set by City Council resolution, and each day a violation continues constitutes a separate offense (Section 10.04.22). An infraction citation may be cleared within 10 days by demonstrating compliance to the Animal Services Director and paying an administrative fee. Impounded animals without microchips will generally be chipped at the owner's cost before release.
