Quiet hours in Menifee, CA — also called the noise ordinance, nighttime noise rules, or residential quiet time — define the hours during which excessive noise is prohibited.
Menifee does not publish a single "quiet hours" clock-time table in its Municipal Code. Instead, late-night residential noise is policed through Menifee Municipal Code (MMC) Chapter 11.07 "Unruly or Loud Conduct," which makes it unlawful and a public nuisance to engage in—or to host a gathering involving—loud or unruly conduct that disturbs the peace. The General Plan Noise Element treats 65 dBA CNEL as the exterior compatibility threshold for residential land uses and 45 dBA CNEL as the interior standard (consistent with the California Building Code).
Menifee was incorporated in 2008 and progressively adopted its own ordinances. Chapter 11.07 (Title 11 — Peace, Morals and Safety) is the city's primary residential-disturbance tool. MMC § 11.07.020 declares it "unlawful and a public nuisance for any person to engage in unruly or loud conduct" and equally unlawful for a responsible party or host to allow a party, gathering, or event at which people engage in unruly or loud conduct. Enforcement is by Riverside County Sheriff (contracted as the Menifee Police Department) and Code Enforcement. Where conduct does not rise to a Chapter 11.07 violation, the General Plan Noise Element exterior standard of 65 dBA CNEL for residential receptors and the 45 dBA CNEL interior standard (CBC) are used to evaluate stationary noise sources during development review and code-enforcement abatement. Animal noise is handled separately under MMC Chapter 10.07 (Noisy Animals).
Violations of MMC Chapter 11.07 are public nuisances and misdemeanors/infractions under the general penalty provisions of MMC § 1.01.200. Standard infraction fines under California Government Code § 36900: $100 first offense, $200 second within one year, $500 third and subsequent within one year. Code Enforcement may also issue administrative citations and recover abatement costs.
